Traffic may shift to new bridge side by Christmas

 Traffic is expected to be re-routed over the newly completed downstream side of the 4th Street bridge, before Christmas.
Pat Resti, Project Manager with Leeward Construction, briefed Honesdale Council Monday night on the project, which has been underway for 15 months.
He said that the 4th Street portion of the project, which involves replacing the span with a wider version, is “98 percent complete” concerning the downstream side. The bridge is being replaced one side at a time, to keep traffic moving. Concrete is being poured for walls and sidewalks. Weather permitting, the goal is to shift traffic to the new section before Christmas.
In reply to questions from Council members, Resti said he believes the traffic congestion experienced at the bridge now will be somewhat alleviated. PennDOT provided Leeward with a plan for the traffic signalization off Cliff Street. An update sent from PennDOT stated that crews will establish a loop on Cliff Street which will control the signal for motorists to move safely into the intersection.  The signal will turn the signal green for its maximum time for cars in the right or left lane, but not provide a left turn arrow. The signal has been re-timed and the situation will be monitored.
 There will also be a signal delay from Route 6 East, from the direction of the Super Duper market. Adjustments to the signals, coupled with the new bridge section being a but wider, should help with traffic flow, he said.
Some on Council held out hope that PennDOT would try blinking signal lights, but this was not anticipated, said Resti. There would be an issue with sight distances, and there would not be enough money to station either a police officer or Leeward worker to guide traffic all the time.
The entire project is not slated for completion until the summer of 2010.
