A paving contractor, Kevin Snow of Salisbury, Mass., has been charged with deceptive business practices and theft, State Police at Honesdale report.
Police said that Snow was operating his business (Kevin Snow Paving) in the Keystone Road, Hamlin area. On two occasions, he is alleged to have deceptively engaged in work. In one case, he allegedly did more work then requested and charged for the additional work which was not approved.
In a second case after he allegedly asked a woman if she wanted her driveway end paved, she told Snow to return in about a half hour so they could check out what needs to be done and determine if she wanted the proposes work completed. This second victim then took a shower getting ready for work and upon getting out of the shower learned that Snow had already completed paving the end of her driveway without her permission.
Snow then demanded $3,600 and after the second victim called the State Police, Snow threatened the victim telling her he will get his money one way or another, police report. When the State Police arrived at that residence Snow had fled the scene.
Snow was arrested at a local quarry filling his truck with asphalt.
In both cases Snow approached these victims by saying they had some extra blacktop and could do a small job, police stated.
He was charged with Deceptive Business Practices, Theft by Deception (two counts), and two counts of Attempted Theft by Extortion.
Snow was arraigned in front of Magistrate Jane Farrell and incarcerated in lieu of $150,000 bail.
