A property owner on Shadigee Creek Road has submitted a claim to council seeking money due to damages incurred during a 2013 rain storm.
A letter states in part, "We intend to keep this a civil matter and appreciate your cooperation ... in dealing with the situation."
The letter does not specify how much money is being sought. The owner, listed as Ghost Properties LLC, could not be reached Tuesday afternoon.
The owner is asking council to submit a claim to the borough's insurance provider and then contact Ghost Properties.
Council voted Monday night to send the letter to its solicitor, Anthony Waldron, to get his input.
Voting in favor were members Robert Weldy, Paul Everett, Louis Gurske, Barbara Glover, Jason Heenan and Arthur Kopp. President Jack Downton was absent.
The damage occurred at the property due to problems at the Shadigee Creek retaining wall, according to the letter.
About two-thirds of the approximately 200-foot long wall was washed out during the storm in June 2013.
The borough received between five and seven inches of rain in just a few hours.
The creek swelled from its banks, damaging the wall that had just been rebuilt a few months before.
The house on Shadigee Creek Road is a two-story structure with wooden siding and was built in 1830, according to the Wayne County tax map.
The Shadigee Creek retaining wall has experienced multiple reconstructions over the years due to flooding.
The latest reconstruction was completed earlier this year for $53,970.
The Natural Resources Conservation Service provided $40,477 and the state Department of Environment is covering the remaining 25 percent.
In other business from Monday night's meeting, council announced the hardwood floors have been fixed in the old dance area at the community hall.
The project was estimated to cost about $15,000 but the borough spent only $300 due to the work being done by volunteers, said Councilman Arthur Kopp.
Kopp said the borough would not have been able to afford the original price.
The lumber for the work was donated and the only expenses were for other materials.
The floor of the hall has had past problems due to underpinnings, said the councilman.
It had been used in the past as a dance and party hall.
Starrucca council meets at 7 p.m. on the first Monday of the month at the community hall.
