- An area bridge that has been under construction since February 2013 is now open.

The bridge is on State Route 3028, Owego Turnpike, over State Route 191.

As of Tuesday the bridge has been open for motorists.

The access road from Owego Turnpike to SR 191 has been open for motorist use since last fall.


The preliminary work for the project started in 2012 with utility work in October and the right of way clearance in November.

That fall, the Pennsylvania Department of Transportation (PennDOT) awarded the bid to Leeward Construction in Honesdale.

“We were able to use a local company, which is always a good thing to do,” said James May, community relations coordinator for PennDOT.

It was a replacement project that included drainage work, pavement markings and line painting that goes along with it.

A detour was set up on State Route 191 while the bridge was under construction.

Roadwork also included paving both approaches.

“It's wider for 191, but it's also taller, so it doesn't restrict oversize loads coming up and down the highway,” Gary Linde, executive vice president of Leeward Construction, explained last fall.

Leeward self-performed “almost all of the work” on the project other than the guide rails.


May said the project was a $1.6 million job.

“We're proud to say it was completed on time,” he said.

In fact, it was completed a week ahead of schedule.

“We're excited to have it open for the public,” May stated. “We understand that whenever we have a bridge closed that it's inconvenient for the public.

“We have appreciated the public's patience with us as we did important and necessary work.

“We believe the public will be very pleased with job and work done by a local company.”

The bridge was busy Tuesday afternoon as motorists were able to use it again.

PennDOT said that just over 1,200 cars a day use this bridge in both directions.
