  • The following cases were addressed by the Honorable Raymond L. Hamill, President Judge, Wayne County, recently at the courthouse.
    HONESDALE - JOANNE NOLL, age 54 or Equinunk, PA was sentenced to the Wayne County Correctional Facility for a period of not less than 14 months nor more than 5 years less 1 day for one count of Aggravated Assault-Deadly Weapon, graded as a Felony of the 2nd Degree. She was also ordered to pay all Court costs, pay restitution in the amount of $29,405.85, undergo a drug and alcohol evaluation and comply with all recommendations for treatment, continue with mental health treatment, attend and complete an anger management program and submit to the drawing of a DNA sample and pay $250.00 for the sample. The incident occurred on July 1, 2012, in Manchester Township when Noll shot a male victim.
    SANDRA L. RAVNIKAR, age 55 of Browndale, PA was placed on probation for a period of 36 months for two counts of Theft By Unlawful Taking or Disposition, each graded as a Felony of the 3rd Degree. She was also ordered to pay all Court costs, perform 100 hours of community service, submit to the drawing of a DNA sample and pay $250.00 for the cost of the sample and comply with the Idemnification and Hold Harmless Agreement relevant to this matter. The incident occurred between January 2004 and July 2007 in Clinton Township when Ravnikar took student loan money for her personal use which she should have used for her daughters’ education.
    FRANK JOSEPH FANELLI, age 29 of Lackawaxen, PA was sentenced to the Wayne County Correctional Facility for a period of not less than 1 month nor more than 12 months for one count of Retail Theft-Take Merchandise, graded as a Misdemeanor of the 2nd Degree. He was also ordered to pay all Court costs, pay restitution in the amount of $609.88, comply with mental health treatment, undergo a drug and alcohol evaluation and comply with all recommendations for treatment and perform 50 hours of community service. The incident occurred on January 7, 2013, in Texas Township when Fanelli and three others stole items from a local department store.
    JAMES CLYDE BOND, age 55 of Newfoundland, PA was placed on probation for a period of 12 months for one count of Firearms Not to be Carried Without a License, graded as a Misdemeanor of the 1st Degree and one count of Harassment-Strike, Shove, Kick or Other Physical Contact, graded as a Summary offense. He was also ordered to pay all Court costs, pay a fine in the amount of $1,300.00, have no contact with the victim and perform 50 hours of community service. The incident occurred on December 31, 2012 in Salem Township when Bond was in possession of a concealed firearm without having a valid permit.

MASSEY, age 23 of White Mills, PA was sentenced to a State Correctional Facility for a period of not less than 12 months nor more than 5 years for one count of Criminal Mischief, graded as a Felony of the 3rd Degree. He was also ordered to pay all Court costs, and pay restitution in the amount of $6,865.00. The incident occurred on August 14, 2012, in Hawley Borough when Massey damaged a street pole and business property.
    RICHARD M. CHICOSKI, age 23 of Honesdale, PA was sentenced to the Wayne County Correctional Facility for a period of not less than 2 months nor more than 12 months for one count of Possession of Drug Paraphernalia, an ungraded Misdemeanor. He was also ordered to pay all Court costs, undergo a drug and alcohol evaluation and comply with all recommendations for treatment, perform 100 hours of community service and obtain full time employment upon being released from prison. The incident occurred on February 19, 2013, in Honesdale Borough when Chicoski was in possession of a syringe.
    WILLIAM A. SWENDSEN, age 31 of Honesdale, PA pled guilty, in two separate cases, to one count of Receiving Stolen Property, graded as a Misdemeanor of the 2nd Degree and one count of Possession of Controlled Substance, an ungraded Misdemeanor. The first incident occurred on September 30, 2012, in Honesdale Borough when Swendsen received a cell phone knowing that it was stolen. The second incident occurred on March 30, 2013, in Honesdale Borough when Swendsen was discovered to be in possession of Heroin. He is scheduled to be sentenced on August 15, 2013.
    JOSHUA D. TIGHE, age 18 of Lake Ariel, PA pled guilty to one count of Theft By Unlawful Taking or Disposition, graded as a Misdemeanor of the 1st Degree. The incident occurred on May 21, 2013, in Salem Township when Tighe stole several checks belonging to another. He is scheduled to be sentenced on August 29, 2013.
    BRETT M. WISE, age 24 of Honesdale, PA pled guilty to one count of one count of DUI-Highest Rage, an ungraded Misdemeanor and one count of Duties at Stop Signs, graded as a Summary offense. The incident occurred on April 28, 2013, in Honesdale Borough. His BAC was .223%. He is scheduled to be sentenced on August 29, 2013.
