    THE NATIONAL WEATHER SERVICE IN BINGHAMTON HAS ISSUED A RED FLAG WARNING...WHICH IS IN EFFECT FROM 10 AM THIS MORNING TO 8 PM EDT THIS EVENING.
     
    * AFFECTED AREA....THE NORTHERN TIER OF PENNSYLVANIA, THE WYOMING AND LACKAWANNA VALLEYS, AND THE POCONOS.
     
    * WIND...WEST NORTHWEST 15 TO 20 MPH...WITH GUSTS BETWEEN 25 AND 30 MPH THIS AFTERNOON.
     
    * HUMIDITY...25 TO 30 PERCENT...THOUGH ISOLATED LOCATIONS MAY DROP AS LOW AS 20 PERCENT.
     
    * IMPACTS...ANY FIRES THAT DEVELOP WILL LIKELY SPREAD RAPIDLY.
     
    OUTDOOR BURNING IS NOT RECOMMENDED.
     
    PRECAUTIONARY/PREPAREDNESS ACTIONS: A RED FLAG WARNING MEANS THAT CRITICAL FIRE WEATHER CONDITIONS ARE EITHER OCCURRING NOW OR WILL SHORTLY. A COMBINATION OF STRONG WINDS...LOW RELATIVE HUMIDITY...AND WARM TEMPERATURES WILL CREATE EXPLOSIVE FIRE GROWTH POTENTIAL.
