    * AT 348 PM EDT... DOPPLER RADAR INDICATED HEAVY RAIN WAS FALLING... AND WILL RESULT IN MINOR FLOODING.
    * LOCATIONS IN THE ADVISORY INCLUDE BUT ARE NOT LIMITED TO DELHI... WALTON... LIBERTY... MONTICELLO AND MATAMORAS.
    MODERATE TO HEAVY RAIN WILL END BY 5 PM. ADDITIONAL RAIN AFTER 4 PM WILL BE LESS THAN HALF AN INCH. SO FAR RAINFALL HAS BEEN 1 TO 2 INCHES. RUNOFF FROM THE RAIN AND SNOWMELT WILL CAUSE MINOR FLOODING ON SMALL STREAMS... LOW-LYING AND POOR DRAINAGE AREAS THIS AFTERNOON.
