  • On December 20, 2012, FRANK RICHARD NEGLIA, age 46 of New Hyde Park, NY was sentenced to a State Correctional Institution for a period of not less than 7 1⁄2 years nor more than 20 years for one count of Aggravated Indecent Assault, graded as a Felony of the 2nd Degree, one count of Statutory Sexual Assault, graded as a Felony of the 2nd Degree and four counts of Sell/Furnish Liquor, Malt, Brewed Beverage to Minors, graded as Misdemeanors of the 3rd Degree by Judge Raymond L. Hamill.
    This matter was prosecuted by District Attorney Janine Edwards and involved an incident which occurred between July 23, 2011 and July 24, 2011 in Manchester Township.
    NEGLIA provided alcohol to several minors and then sexually assaulted a minor female. He was also ordered to pay all Court costs, pay a fine in the amount of $4,000.00, pay for victim counseling not to exceed $10,000.00, have no contact with the victims in this matter, have no unsupervised contact with any person under the age of 18, undergo a sex offender evaluation and comply with all recommendations for treatment, and submit to the drawing of a DNA sample and pay $250.00 for the cost of the sample.
    Judge Raymond L. Hamill determined Neglia to be a sexually violent predator. Therefore, he will be required to register with Pennsylvania State Police for his lifetime. District Attorney Edwards stated "underage drinking and the consequences of furnishing alcohol to minors are matters taken seriously by law enforcement. This adult man provided alcohol to kids at a sweet sixteen party for his own daughter and his crimes deserved serious state incarceration. There is no excuse for his actions and furnishing alcohol to minors will result in prosecution by this office."
