  • Aspinall reinstated

  • - Michael Aspinall of White Mills has been reinstated as sergeant at the Wayne County Corrections Facility, effective Oct. 29, 2012. Aspinall will not be receiving back pay.
    The reinstatement comes after an April 2010 arrest when he, and Raymond Price of Carbondale were charged with simple assault, official oppression and harassment.
    Both guards were accused of assaulting and mistreating an inmate in the Wayne County prison on multiple occasions between December 2009 and January 2010.
    Aspinall and Price were found not guilty in March 2011.
    Wayne County Commissioner Wendell Kay said the reinstatement was not the result of the not guilty verdict, but the result of independent arbitration that found Aspinall not guilty.
    The commissioners also opened bids received for the proposed Park Street boiler project and snow plowing and salting of county buildings.
    Four bids were opened for the boiler project and two were opened for winter maintenance. Both sets of bids will be reviewed and will be awarded at a later date.
    Pennsylvania Power and Light (PPL) sent correspondence about a permit application for anyone wishing to mount an object, like a banner or lights, onto a PPL pole.

    A letter from the Lake Wallenpaupack Water Management Division/Hideout Property Owners Association was ratified during the the meeting.
    The letter is for the Growing Greener Grant Application. The grant would provide funds for the installation of a wetland to help provide proper filtration for a stream running through the Hideout. The stream empties into the Wallenpaupack Creek.
    Other topics covered were:
    Kimberly Witt was promoted from Caseworker I to Caseworker II at Behavioral Developmental Program/Early Intervention effective Oct. 29.
  • Linda Bancroft was promoted from Social Service Aide 2 to Social Service Aide 3 at Children and Youth.
  • Jennifer Masters will transfer from BDP/EI to Children and Youth Services as a County Caseworker I, effective Oct. 25.
